GAMBIAN lawyer Fatou Bensouda was sworn in today as the International Criminal Court's new chief prosecutor, pledging she was ready to lead the fight against the world's worst war criminals.
The 51-year-old Bensouda is the first woman and the first African to head the team of prosecutors at the tribunal, which is currently investigating 15 cases in seven countries, all of them African.
Taking the oath before ICC judges and a public gallery packed with foreign diplomats and dignitaries, Bensouda vowed to continue to pursue those wanted for crimes of genocide, war crimes and crimes against humanity.
"We should not be guided by the words and propaganda of a few influential individuals whose sole aim is to evade justice but, rather, we should focus on, and listen to the millions of victims who continue to suffer from massive crimes," she said at a ceremony in The Hague.
"The one thing you can rest assured of is that I will be the prosecutor for all 121 State Parties, acting in full independence and impartiality," said Bensouda, who served as predecessor Luis Moreno-Ocampo's number two since 2004.
Bensouda, once Gambia's justice minister, was elected last year by the 121 state parties which have signed up to the Rome Statute - the International Criminal Court's founding document.
The world's first permanent court to try those accused of genocide, war crimes and crimes against humanity began work in 2003, but has only secured one conviction.
ICC president Judge Sang-Hyun Song said Bensouda -- who has vowed to work for justice for the victims of African conflicts -- brought "a wealth of prosecutorial experience, grown from many years of hard and dedicated work."
"I am confident that her strong independent voice, legal expertise and genuine concern for human rights issues will contribute greatly to the continous fight against impunity," the judge said.
Her inauguration was also hailed by non-governmental groups.
"Fatou Bensouda is extremely qualified to lead the office of the prosecutor," said Willam Pace, the head of the Coalition for the International Criminal Court, a body which monitors the work of the tribunal.
Her appointment will "reinforce the ICC's growing position as a major force in global peace and security affairs", Pace added.
Known as the public face of the ICC, the Argentinian Moreno-Ocampo stepped down Friday after nine years as chief prosecutor.
ICC judges have issued 20 arrest warrants and nine summonses but only six suspects have been arrested so far.
Only one has been convicted -- Congolese militia leader Thomas Lubanga who was found guilty in March of using child soldiers in the 2002-3 conflict in the northeastern Democratic Republic of Congo.
Those still on the run include Sudan's President Omar al-Bashir and Ugandan Lord's Resistance Army rebel leader Joseph Kony.
Those arrested include Ivory Coast's toppled leader Laurent Gbagbo, who is awaiting a hearing to see if he will face trial over violence that erupted after he refused to accept defeat in a 2010 election, killing 3000 people.

UFO landings simply don’t happen in airspace tightly controlled by post 9/11 regulations, but that didn’t stop a green-glowing UFO from doing just that last Thursday afternoon. As it sat there motionless on the ground for hours, it naturally attracted the attention of the authorities. When the UFO was found to be emitting heat, ionizing radiation was suspected, bringing Homeland Security rushing to the scene, including nuclear technicians in lead-lined protective suits and carrying Geiger counters, plus heavily armed agents of the NRC (Nuclear Regulatory Commission). No ionizing radiation was found. The UFO was under continuous surveillance , with no one observed either entering or leaving, before it was “gift wrapped” and loaded for a long ride on a Diamond T towed lowboy trailer, in a convoy with no less than eight NRC cars. Before It’s News broke the story, with some amazing pictures (source unknown) of the UFO convoy pulled off the road and cordoned by security. What the site doesn’t say is that the curious at the I-57 truck stop soon found themselves looking at the wrong ends of Mini Uzis and H&K MP5Ks! These appeared, as if by magic, from under the jackets of the NRC agents.

UFO, Where DID You Go?
The O’Hare UFO went on a long trip, watched and reported on by many, something believed unique in the annals of UFO retrievals, ever wending its way to the Nevada Test Site, specifically Area 51′s S4. There, the “fun” began in earnest. Initial reports indicated the UFO was teardrop shaped, leading the ETs/EDs (extraterrestrials/ extradimensionals) of the Liberation Forces to think it was an unarmed Reptoid scout craft, probably there to evacuate some important Reptoid personage disguised as a human. Later insider reports indicated, though, that it was similar to Bob Lazar’s “Sport Model.”
Inquiries from the ETs/EDs regarding markings revealed them to consist of an inverted “V” sitting on a rocker, with a set on both sides of the UFO. According to the ETs/EDs, these were Reptoid marking of the Bak’hla or Mak’hla Clan, one of the main clans here on Earth, and associated with the Freemasons! This put matters in an entirely new light, for opening the craft could present any number of scenarios, ranging from annoying to devastating. Multiple advice, both terrestrial and from the ETs/EDs, was passed along, ranging from biohazard issues, to military matters of an extreme nature (Reptoids average 9-12′ tall, weigh 500-700+ lbs, and have the strength of 6-12 men) and special issues, such as the need to prevent the personnel opening the UFO from being psionically taken over. But first, they had to get into it.

UFOs Don’t Come With Keys!
There are three main ways to get into a sealed UFO: running a gloved hand down both sides of the craft’s fuselage (to trigger a pressure panel), using a special tone generator, rather like a garage door opener, or a frequency sweep generator. When these failed, brute force methods reportedly came into play. Microscopic examination of the hull eventually located the hairline which indicated where the UFO’s hatch was. From there, it was hard, hard work to drive a wedge in far enough to spring the hatch. When it popped open, a very hot reception was waiting for any occupants, but the craft was empty and had the same tiny seats Bob Lazar reported seeing on the craft he worked on. Not much fun for a big Reptoid or even a human!
The craft was subjected to a thorough search for bombs and booby traps of every sort, with none found, and underwent comprehensive decontamination procedures as well. According to sensitive insider reports, the craft was powered by the same sort of reactor Bob Lazar described encountering on the Sport Model. An “island of stability” element, such as 115, when placed in the UFO’s reactor, generated electric power for ship’s systems and antigravity propulsion. The ETs/EDs were surprised at the nature of the craft, given the Reptoids use fission, but said it could’ve been seized on a conquered planet or built from captured plans. In any event, no vessel of the Liberation Forces was missing! The last word on the Reptoid UFO was that it was going to be dismantled for reverse engineering of its technology.

War on the Judiciary Period: 1800s
When Thomas Jefferson took office, not a single Republican served as a federal judge. He feared that the Federalists intended to use the courts to frustrate Republican plans.
The first goal of his presidency was to weaken Federalist control of the federal judiciary. The specific issue that provoked his anger was the Judiciary Act of 1801, which was passed by the lame-duck Federalist-dominated Congress five days before Adams's term expired. The law created 16 new federal judgeships, positions which President Adams promptly filled with Federalists. The act reduced the number of Supreme Court justices effective with the next vacancy, delaying Jefferson's opportunity to name a new Supreme Court justice.
Jefferson's supporters in Congress repealed the Judiciary Act. William Marbury, who had been appointed to a judgeship by President Adams during his last hours of office, filed suit. Marbury asked the Supreme Court to order the Jefferson administration to give him a formal letter of appointment.
The case threatened a direct confrontation between the judiciary and the executive and legislative branches of the federal government. If the Supreme Court ordered Madison to give Marbury his judgeship, the Jefferson administration was likely to ignore the court.
John Marshall, the new chief justice of the Supreme Court, was well aware of the court's predicament. When Marshall became the nation's fourth chief justice in 1801, the Supreme Court lacked prestige and public respect. Presidents found it difficult to find willing candidates to serve as justices. The Court was considered so insignificant that it held its sessions in a clerk's office in the basement of the Capitol and only met six weeks a year.
In his opinion in Marbury v. Madison, the chief justice ingeniously expanded the court's power without directly provoking the Jeffersonians. Marshall conceded that Marbury had a right to his appointment but ruled the Court had no authority to order the Jefferson administration to act, since the section of the Judiciary Act that gave the Court the power to issue an order was unconstitutional. For the first time, the Supreme Court had declared an act of Congress unconstitutional.
Marbury v. Madison was a landmark in American constitutional history. The decision established the power of the federal courts to review the constitutionality of federal laws and to invalidate acts of Congress when they are determined to conflict with the Constitution. This power, known as judicial review, provides the basis for the important place that the Supreme Court occupies in American life today.
In fact, the Supreme Court did not invalidate another act of Congress for half a century. Chief Justice Marshall recognized that the judiciary was the weakest of the three branches of government, and in the future the high court refrained from rulings in advance of national sentiment.
Marshall's decision in Marbury v. Madison intensified Republican party distrust of the courts. Impeachment, Jefferson believed, was the only way to make the courts responsive to the public will. Federalists responded by accusing the administration of endangering the independence of the federal judiciary.
Three weeks before the court handed down its decision in Marbury v. Madison, the Republican-controlled Congress impeached and removed from office a federal district court judge, John Pickering, who was an alcoholic and may have been insane.
On the day of Pickering's conviction, the House voted to impeach Supreme Court Justice Samuel Chase, who had accused the Jeffersonians of being atheists. Chase was put on trial for holding opinions "hurtful to the welfare of the country." The Constitution specified that a judge could only be removed from office for "treason, bribery, or other high crimes," and in a historic decision that helped to guarantee the independence of the judiciary, the Senate voted to acquit Chase. "Impeachment is a farce which will not be tried again," Jefferson announced.
Since Chase's acquittal, no further attempts have been made to reshape the federal courts through impeachment. Despite the Republicans' active hostility toward an independent judiciary, the Supreme Court had emerged as a vigorous third branch of government.

13 June 2012 Gaza water too contaminated to drink, say charities

War damage is in part to blame for the dire state of Gaza's water and sewage systems, the report says

Gaza's only fresh source of water is too dangerous to drink because of contamination by fertiliser and human waste, a new report says.
The charities Save the Children and Medical Aid for Palestinians say the number of children being treated for diarrhoea has doubled in five years.
They say Israel's five-year blockade of the territory is preventing crucial sanitation equipment from getting in.
The blockade must be lifted "in its entirety", they say.
The report, Gaza's Children: Falling Behind, says that high levels of nitrates and other contaminants have been found in the main water supply.
Nitrates, found in faeces and fertiliser, are linked to the doubling of the incidence of watery diarrhoea in children since the blockade began, it says.
As well as the blockade, it blames war damage and chronic underinvestment.
Desperate families are turning to private water sources - without realising that this water too is contaminated, often at 10 times the safe level, the report says.
And Gaza's sewage system is "completely broken".
Israel insists that the blockade of Gaza has been eased considerably in recent months, says the BBC's Wyre Davies in Jerusalem.
It says more supplies and building materials to help reconstruction of the territory's battered infrastructure are being allowed in.
But the report says this is not enough.
"As a matter of urgent priority for the health and well-being of Gaza's children, Israel must lift the blockade in its entirety to enable the free movement of people and goods in and out of Gaza," it says.
It also calls on the international community, the Palestinian Authority and aid donors to do more.

The list of places where Tony Blair must look over his shoulder for protesters during his endless carousel around the global lecture circuit now includes Hong Kong, after a speech on faith and globalisation was interrupted by an activist seeking to make a citizen's arrest on the former prime minister.
Tom Grundy, a Briton living in the Chinese territory, said he walked towards Blair a few minutes into the address at Hong Kong University (HKU) with the intention of apprehending him for alleged offences connected to the Iraq war.
The 29-year-old said he had registered online to attend the talk, which took place on Thursday evening local time. Although Blair makes considerable sums as a paid-for speaker, this event was a more personal engagement, marking a link between HKU and his own Tony Blair Faith Foundation. Grundy carried with him a sheaf of notes about the legal basis for the attempted arrest, covering, he said, alleged violations of the UN charter, the Nuremberg principles, and the Geneva and Hague conventions.
"I waited till he'd been speaking a minute or so before I stood up and went towards him and said, 'Mr Blair, under Hong Kong's Power 101 law – the law which allows for citizen's arrest here – I'll be arresting you for crimes against peace'," Grundy told the Guardian shortly afterwards.
"There was a gaggle of photographers just in front of him. As I tried to pass through them to him, one of the gentlemen with him prevented me from going any further."
To his surprise, Grundy said he was not bundled away by Blair's guards or campus security and eventually left after the police, who he hoped would assist in arresting Blair, failed to arrive. He was not arrested and was allowed to stay on campus.
The protester said he was himself "too flustered" to note Blair's reaction. "He gave the usual line about 'That's democracy in action'," Grundy said. "He was talking about faith and globalisation, and I made the point to him that he can't speak about religion when he's set back religious tolerance by decades."
Such protests have become an increasingly common feature of Blair's agenda since he left office. Last month, his testimony to the Leveson inquiry into the media was interrupted by an activist who shouted that the former PM should be arrested for war crimes. David Lawley-Wakelin, 49, gained entry to the room at the Royal Courts of Justice via an unguarded rear staircase.
Grundy said: "I think he's so used to it now, and that's part of the idea, to let him know that he should have to endure this wherever he goes.
